Ministry of Community Development, Mother and Child Health permanent secretary Elwyn Chomba says a primary mental health care approach is the most cost-effective, efficient and fair way to organise the mental health system.
Professor Chomba said primary mental health care is a people-centred approach to health that makes prevention as important as cure.
She said this in a speech read for her by policy planning and information director Simmy Chapula at the launch of the mental health technical working group.
“The technical group in my view will provide advice and technical backstopping to both my ministry and the Ministry of Health on all matters related to mental health policy development and services implementation,” Prof Chomba said.
Prof Chomba said social expectations for mental health are rising all over the world hence the need to improve service provision. And Ministry of Health permanent secretary Davies Chikamata said over 500 frontline mental health workers have graduated since 2005.
Dr Chikamata said in a speech read for him by diseases surveillance control and research acting director Mulalowa Kamuliwo that the construction of a state-of-the -art mental health unit at Ndola Central Hospital is in progress. “With these developments going on, the timing is right to put in place a mental health technical working group to coordinate activities and provide oversight in service delivery,” he said.
